She is a recognized figure on U.S.-Latin American relations and has been involved in a wide range of international economic and foreign policy legislation considered by the Senate. Ms. O'Connell served as senior foreign policy and national security advisor to Senator Christopher J. Dodd (D-Ct.), Chairman on Banking, Housing and Urban Affairs.
